No Susie, he may not be wrong. In fact I don't think that he is. It is the overwhelming sense of irony that makes it noteworthy.

What about the counter-irony of someone who was part of one of the more secretive governments in recent history talking about the secrecy in the current administration, when everyone knows that is how power and the people in power, operate?

One word: CHANGE. More than one word: I truly do not believe that he missed the irony. Obama ran on noble promises about openness and cooperation where Bush all but boasted of his administrations secrecy and partisanship. It's Obama and CO. missing the irony.
